Accelerating Domestic Substitution: Policy Landscape for High-End Sensors

In recent years, national and local governments have issued a series of policies supporting the sensor industry, creating a favorable environment for domestic substitution of high-end sensors.
At the national level, the "Three-Year Action Plan for Smart Sensor Industry" aims to establish several smart sensor industry clusters by 2027, with a focus on breakthroughs in core technologies for high-precision, high-reliability sensors. The Ministry of Industry and Information Technology has included smart sensors in its industrial foundation reengineering initiative, supporting enterprise R&D through dedicated funding and tax incentives.
At the local level, Chongqing, Shanghai, Shenzhen, and Suzhou have established sensor industry parks, offering support such as factory subsidies, talent recruitment, and R&D expense super-deductions. Chongqing has designated smart sensors as a key focus within its "33618" modern manufacturing cluster system.
Policy initiatives are yielding results. Industry data shows that domestic high-end sensors gained about 8 percentage points of market share in 2025 compared to three years ago. In areas like industrial pressure and temperature sensors, domestic brands now compete effectively with international ones.
